Н Северной Салтовке квартиры получал народ, работавший в различных НИИ , но не имевшие блата для квартир в центре , насколько я помню. А вот ХТЗ и юг Салтовки - это в основном заводские и остатки малоэтажной постройки. Там народ был поблатнее.
